Almost every article about Canadian VPS hosting leans on the same premise: Canadian privacy law requires your data to stay in Canada, so pay the premium.

We went to check which rules actually say that. Most of them don’t, and one of them stopped saying it five years ago.

What Canadian law actually requires

The BC one is the correction that matters most, because it’s the rule most often cited. Before November 2021, FIPPA required personal information held by BC public bodies to be stored and accessed only in Canada — which effectively barred any provider without a Canadian data centre. Bill 22 repealed that. BC public bodies may now store personal information outside Canada subject to safeguards. If you’re following advice written before 2022, you’re following a rule that no longer exists.

Quebec’s Law 25 is routinely mischaracterised too. Section 17 doesn’t prohibit sending personal information outside Quebec. It requires you to conduct a privacy impact assessment first — weighing the sensitivity of the information, the purpose, the protection measures and the destination’s legal framework — and permits the transfer if the information would receive adequate protection. That’s a process obligation, not a localisation mandate. It’s real work and it has teeth, but it doesn’t force you into a Toronto data centre.

Nova Scotia’s PIIDPA is the one that genuinely does. It restricts public bodies, municipalities and their service providers to storage and access within Canada. Its modernised replacement isn’t in force until 1 April 2027, so the requirement stands today.

So who actually needs a Canadian region?

You do if:

  • You’re a Nova Scotia public body or municipality, or a service provider to one
  • You’re contractually required to — public-sector procurement, an enterprise customer’s security review, or a sector rule for health or financial records. This is the most common real reason, and it’s a contract, not a statute
  • You’ve done a Law 25 assessment and concluded a US transfer doesn’t clear the bar

You probably don’t if: you’re a private Canadian business handling ordinary customer data. PIPEDA doesn’t ask you to. In that case buy on latency and price like anyone else — and a Toronto region is still often the right choice on latency alone, just not for the reason you were given.

Worth knowing that this shape isn’t universal. When we ran the same exercise for India, the general privacy statute also turned out not to require localisation — but the central bank’s payment-data directive does, absolutely and without exception. The rule that binds is rarely the one that gets discussed.

None of this is legal advice, and the Law 25 assessment in particular is a question for a Canadian privacy lawyer rather than a hosting article.

The regions we could verify

Marketing pages are unreliable on this — so we resolved real regional endpoints, checked who owns the address space, and timed them from two continents.

The ~105–117ms from Germany is what makes these trustworthy. A hostname fronted by a content delivery network answers a European probe in single-digit milliseconds, because the edge is nearby. These don’t — they behave like single-origin servers in eastern North America, which is what a real region looks like.

DigitalOcean documents TOR1 explicitly, and it’s worth noting it’s the company’s only Canadian region — there’s no Montreal or Vancouver option:

One thing we could not establish, and won’t guess at. Whether Hostinger, UltaHost, Liquid Web and Hosting.com have Canadian regions. Their marketing pages returned no Canadian location text for us — but we proved that test unreliable: DigitalOcean’s own product page doesn’t mention Toronto either, and only its documentation does. So absence of evidence here is not evidence of absence. Check the region selector at signup, and if residency is a contractual requirement, get it in writing rather than inferring it from a website.

Why Montreal keeps appearing. Quebec’s hydroelectricity makes it an unusually cheap place to run compute, which is why several providers put North American capacity there rather than in a more obvious metro. We haven’t verified a per-kilowatt-hour ranking, so treat that as context for the pattern rather than a number to quote.

The part that quietly costs you 40%

Most of these providers bill in US dollars, and the advertised price is a US dollar price.

At 1.3873 USD/CAD on 17 August 2026, plus a typical 2.5% card foreign-transaction fee:

Be precise about what’s happening here, because it’s usually described wrongly. The ~39% is the exchange rate. It isn’t a hidden fee and nobody is concealing it — but it is invisible on a US pricing page, and it makes a USD-quoted host look cheaper than a CAD-quoted one when it may not be. The genuinely hidden part is the 2.5%, which your card issuer takes and which never appears on the invoice.

Two practical consequences:

Compare in one currency or you’re not comparing. A C$14/month Canadian host and a $10/month US host are the same price.

A long prepaid term in USD is an unhedged currency bet. This matters more than the card fee. The three-year prepaid deals that make hosting cheap are priced in US dollars, and you’re carrying the FX risk for three years with no way to hedge it. If the loonie weakens, your renewal costs more in CAD than you budgeted. Monthly billing costs more per month and removes that exposure — which is a real argument for it that pricing tables never show.

The providers

DigitalOcean — the clearest answer if you want a documented Canadian region, because TOR1 is published in its own regional availability documentation and we measured it live. Pricing is $6/month for 1GB and $24 for 4GB — the most expensive per gigabyte here, and what you’re buying is documentation quality, a clean API and predictable behaviour. If your residency requirement is contractual, a provider that publishes its region list is easier to satisfy an auditor with.

Hostinger — the value option, at $11.99/month renewal for 4GB (rising to $14.99 for 8GB, $28.99 for 16GB and $49.99 for 32GB), roughly half DigitalOcean’s rate for the same memory. We could not confirm a Canadian region, so if residency matters this is the first thing to check; if it doesn’t, this is the cheapest capable VPS on the list. Note the promotional rate needs a long prepaid term, which is the USD currency-risk case above.

Cloudways — worth understanding structurally: it’s owned by DigitalOcean and deploys onto DigitalOcean, Vultr, AWS and Google Cloud infrastructure. All four of those have Canadian regions, so a Cloudways server placed on DigitalOcean Toronto or AWS Montreal is sitting in the same buildings we measured. That’s an inference from its architecture rather than something we verified in its panel. $11/month for 2GB up to $88 for 8GB, billed monthly with no term — which also sidesteps the currency-risk problem.

UltaHost — gives more cores per plan than most at this price, and unusually its two-year discounted rate is also its renewal rate, so there’s no year-three cliff. That’s genuinely rare and it removes the renewal-shock problem entirely. Canadian region unconfirmed by us.

Hosting.com, formerly A2 Hosting — positions on speed with a 30-day money-back guarantee. Note the rebrand, since reviews under the old name describe a different company. Canadian region unconfirmed.

Liquid Web — the fully-managed end, and the right call when “who is contractually obliged to be awake at 2am” needs an answer with a signature on it. Its published data centre locations don’t include Canada as far as we could see, which makes it a poor fit if residency is your requirement and a strong one if it isn’t.

How we checked this

The legal section is the part we researched hardest, because it’s where the received wisdom is wrong. That BC’s Bill 22 became law on 25 November 2021 and repealed FIPPA’s data residency requirement — which previously prohibited public bodies and their service providers from storing or permitting access to personal information outside Canada — is documented consistently across Canadian law firm analyses (DLA Piper, BLG, Fasken) and the BC government’s own published summary of the 2021 amendments. That Quebec’s Law 25 section 17 requires a privacy impact assessment weighing sensitivity, purpose, protection measures and the destination’s legal framework — rather than prohibiting transfer — and that Nova Scotia’s PIIDPA still restricts public bodies, municipalities and their service providers to in-Canada storage with a modernised replacement not in force until 1 April 2027, come from the same body of published analysis. We have read law firm commentary and government summaries rather than litigating the statutes, and this is not legal advice.

The latency figures are ours and reproducible. On 17 August 2026 we resolved regional endpoints with getent hosts, checked address-space ownership via ARIN whois, and timed TCP connections to port 443 with a Python script making seven connections per target and reporting the median, run identically from a machine in Nuremberg, Germany and our production server in Ashburn, Virginia.

What those figures do and don’t establish. They establish that all three endpoints behave like single-origin servers in eastern North America rather than CDN edges — the ~105–117ms from Germany is the load-bearing evidence. They do not pinpoint a city. Note that AWS’s Montreal region answered Ashburn faster than either Toronto region despite being further away, which tells you routing quality varies more than distance does, and is a reason not to read a city out of a latency number. The whois records name US corporate addresses for all three — Broomfield CO, West Palm Beach FL and Seattle WA — which are registration addresses, not server locations, and we haven’t relied on them.

A false negative we caught and you should know about. Our first pass concluded that four providers had no Canadian regions because their pages returned no Canadian location text. Then we ran DigitalOcean — which definitely has Toronto — through the same check and it also came back negative on its product page, showing up only in its documentation. Two of the URLs we’d tested were also 404s. So we’ve reported those four as unconfirmed rather than absent, which is the honest state of our knowledge.

The FX figures use a USD/CAD rate of 1.3873 read from a public exchange rate API on 17 August 2026 — rates move daily, so treat the CAD column as illustrative of magnitude. The 2.5% foreign-transaction fee is the common range for Canadian consumer credit cards, not a figure specific to any provider or card.

What we did not do: we hold no accounts with these providers, have not deployed a server in any Canadian region, have not tested support, and have not audited anyone’s compliance posture. The Cloudways-inherits-Canadian-regions point is architectural reasoning, not something we confirmed in its control panel.

The host links above are affiliate links. The article’s central finding — that most Canadian businesses have no legal obligation to host in Canada — argues against the premium products this category exists to sell, and the cheapest provider on the list is one whose Canadian region we couldn’t confirm.
