It runs WordPress on Namecheap’s cloud rather than on a shared cPanel box, and it is sold as a stripped-down product: you get a WordPress install, a dashboard to manage it, and very little else to configure. The pitch on the page is speed of setup — “Installed in under 90 seconds” — and freedom from the usual traffic meters.
